Prim And Proper: A Revitalised French Fine Dining Experience Set To Grace Downtown Baltimore

Renowned chef Calvin Riley, whose culinary journey took an unexpected turn, is set to make a triumphant return with the opening of Prim and Proper, a stylish restaurant and wine bar in downtown Baltimore. The restaurant and wine bar opened its doors on February 1, 2024. This establishment promises a unique and approachable twist on French fine dining.

Situated at 206 E. Redwood St., Prim and Proper occupies the historic space where Riley previously led two French bistros, LoCAL and Chez Hugo. However, unlike its predecessors, Prim and Proper has received a significant financial investment from the Outkrowd and Clark Hospitality Groups, known for their successful ventures like BLK Swan and Papi Cuisine. This investment facilitated a complete renovation of the space, breathing new life into the restaurant.

Guests entering Prim and Proper are welcomed by a striking black-and-white tiled hallway leading to a grand piano, one of two within the establishment. The décor, reminiscent of the '60s, features a golden bar top, celebrity-framed images, chandeliers over golden booths, and portraits of regal-looking Black men and women adorning the walls, creating an atmosphere that, according to Junior Sous Chef Nesha Dowdell, makes patrons feel important.

Co-owners Chris Simon and Berry Clark, of Outkrowd and Clark Hospitality, respectively, emphasize the inclusive nature of Prim and Proper, offering a rare fine dining experience in a city with limited options. The restaurant caters to millennials and young professionals, providing an opportunity for them to dress up and enjoy a sophisticated atmosphere.

The menu, crafted by Chef Riley and his team, showcases diverse offerings, including fried chicken with spicy honey and caviar, duck confit served over biscuits and mashed potatoes, a wagyu beef burger, and salmon en croute. The establishment aims to appeal to a broad audience, providing "something for everybody," according to Berry Clark.

Prim and Proper also integrates a family touch, with co-owners' wives, Janell Clark and Janeen Simon, contributing to the restaurant's success by curating the wine and cocktail menus.

Looking beyond its dining offerings, Prim and Proper plans to host a private supper club on the second floor starting in April or May 2024, adding an elevated dining experience to the hospitality groups' existing "ecosystem."

Chris Simon envisions Prim and Proper as a significant player in the Baltimore dining scene, drawing inspiration from successful restaurant groups like Tao or Atlas Restaurant Group. He emphasizes the restaurant's intention to be inclusive, providing a dining experience that caters to everyone, regardless of race.
